すでにある芸術を政治が利用して有効に役立てるということはいくらも例のあることであるが、政治の必要から新たにある種の芸術を生み出し、しかも短期間にそれを完成するというようなことはほとんど不可能なことで、いまだかつてそのようなことが芸術の歴史に記されたためしはない。

Grammar:

1. いまだかつて…ない

   This pattern simply means ‘not yet’ or ‘not until now’. Note that it always concludes with a negative verb. いまだ= 未だ (not yet).

Translation:

There are many examples of politics using existing forms of art to serve its own purposes, but it is almost impossible to create new kinds of art from political necessity and to perfect them in a short period of time, and so there exist no such precedents in the history of art.
