ある劇場の地下喫茶室が山村英夫の目的の場所だったが、舗装路一ぱいに溢れて行き交う人々の肩や背に邪魔されて、狭い歩幅でのろのろと進むことしか出来ない。日曜日の繁華街は、ひどい混雑だった。しかし、そのことは、彼を苛立たせはしない。
Yamamura Hideo’s destination was the underground coffee room of a certain playhouse, but hindered by the shoulders and backs of the people going back and forth flooding the paved road, he was only able to inch forward with tiny steps. The shopping district was extremely crowded on Sundays. But, this didn’t annoy him.

のろのろと
The ~と after an onomatopoeia is there to indicate that it functions as an adverb. When an onomatopoeia is instead followed by ~とした it functions as an adjective.

Follows both verbs and nouns. Denotes a limit, and is used to mean ‘only’ or ‘nothing but’.
