#33 森鴎外『雁』
古い話である。僕は偶然それが明治十三年の出来事だと云うことを記憶している。どうして年をはっきり覚えているかと云うと、その頃僕は東京大学の鉄門の真向いにあった、上条と云う下宿屋に、この話の主人公と壁一つ隔てた隣同士になって住んでいたからである。

Grammar:
どうして…かと云うと
Literally ‘if you ask why…’, but can usually be understand as ‘the reason (that)…’. When this pattern is used, the sentence often ends with a version of からである, ‘it is because…’.
Bonus:
明治十三年
The Meiji period starts in 1868, which is counted as the first year of Meiji (not year 0). Meiji 13 therefore corresponds to the year 1880 (not 1881).
Translation:
This is an old story. By chance, I remember that it happened in 1880. The reason I remember the year so clearly, is because in those days I lived in a lodging house called Kamijo, located directly opposite Tokyo University’s iron gate, where I shared a wall with the protagonist of this story.
